Witness shares security video taken when Des Moines police officers shot and killed 16-year-old

RIGHT NOW. A NEW VIDEO TONIGHT REVEALS THE MOMENT DES MOINES POLICE SHOT A 16 YEAR OLD. POLICE WERE CALLED TO A SOUTH SIDE APARTMENT COMPLEX EARLY MONDAY MORNING BECAUSE A RELATIVE REPORTED A TEEN HAD A GUN. OFFICERS SAY THAT TEENAGER THEN RAISED THE GUN TOWARD THEM AND THEY FIRED KICKS. KCCI ANDREW MOLLENBECK TALKED TO A MAN WHO RECORDED THAT VIDEO AS SHOTS WERE FIRED IN. THAT’S RIGHT, JAMES. AND WE WANT TO LET PEOPLE KNOW IN ADVANCE THIS VIDEO MIGHT BE UNCOMFORTABLE FOR SOME. IT DOESN’T SHOW ANYTHING GRAPHIC, BUT THERE ARE THE SOUNDS OF GUNSHOTS AND SCREAMS. SO PLEASE USE YOUR OWN DISCRETION. AS POLICE CARS ARRIVED OUTSIDE THE APARTMENT COMPLEX, WITNESSES ACROSS THE STREET STARTED RECORDING THEIR OWN SECURITY CAMERA. IT WAS SHORTLY AFTER MIDNIGHT, RIGHT AFTER CHRISTMAS. THEN SHOTS. WENT AWAY OVER THERE. LIKE WHAT? RAYMOND BERTRAND HAD BEEN VISITING A FRIEND ACROSS THE STREET, AND HE SHARED THE VIDEO WITH KCCI I. SURREAL IS AS WILD AS CHRISTMAS DAY AND NOTHING LIKE THAT SHOULD HAPPEN. THAT SECURITY VIDEO RECORDING CAPTURES SOME OF THE TENSE MOMENTS THAT FOLLOWED, INCLUDING AN OFFICER RUNNING BACK AND FORTH TO THE APARTMENT UNIT. IT WAS SCARY AND I THOUGHT IT’S SCARY FOR ALL AROUND AND PEOPLE THAT WERE THERE. AND I HEARD SCREAMING AND YELLING AND IT WAS JUST CRAZY. ON MONDAY, DES MOINES POLICE SERGEANT PAUL PARIS TOLD US WHAT OFFICERS DID WHEN THEY GOT TO THE APARTMENT AND FOUND THE TEEN. HE WAS STILL ARMED WITH A HANDGUN AND THAT STARTED A LENGTHY PROCESS OF TRYING TO DE-ESCALATE THIS AND CALM THE CIRCUMSTANCES DOWN, TALK HIM INTO PUTTING THAT GUN DOWN. THOSE OFFICERS DID A CONSIDERABLE AMOUNT OF THAT WORK. THEY TRIED VERY, VERY HARD. AND UNFORTUNATELY, HE DIDN’T THEY DIDN’T GET THE OUTCOME THEY WOULD WANTED. BERTRAND RESPONDED TUESDAY THAT IT SEEMED LIKE A QUIET NIGHT AND THAT HE THOUGHT THE SHOOTING HAPPENED QUICKLY. HE HOPES THE POLICE BODY CAMERA VIDEOS WILL EVENTUALLY BE RELEASED. VERY IMPORTANT BECAUSE I, I THINK WE SHOULD SEE ALL THAT BECAUSE I JUST FEEL LIKE JUST I’M NOT SAYING THERE’S FOUL PLAY, BUT SOME IT DOESN’T ADD UP COMPARED WITH THE NEW THINGS THAT, YOU KNOW, WE REVIEWED EVERY SECOND OF THE DISPATCH AUDIO AND FOUND OUT POLICE WERE AT THE APARTMENT FOR 7 MINUTES AND 26 SECONDS BEFORE THE SHOOTING. POLICE DID SAY THE BODY CAMERAS WERE ON AND RECORDING. AND NOW THOSE BODY CAMERA VIDEOS ARE PART OF EVIDENCE TURNED OVER TO THE IOWA DIVISION OF CRIMINAL INVESTIGATION. THEY ARE NOT AVAILABLE TO THE PUBLIC FOR NOW. THIS WAS THE FIRST OFFICER INVOLVED SHOOTING IN DES MOINES THIS YEAR. A man in a nearby apartment complex shared a recording of a security video that appears to capture the moment a 16-year-old boy was shot by officers in a confrontation with Des Moines Police.The shooting happened around 12:30 a.m. on Dec. 26 at an apartment complex located at 400 E. McKinley Ave.Officers at the scene began lifesaving efforts, including CPR, but the boy died later at the hospital. This is the first time this year that DMPD officers have shot someone. Police say all of the officers involved in this shooting are on critical incident leave, per department policy. The Iowa Department of Public Safety's DCI unit is helping with the investigation.
